I am Domnic Savio Coutinho, from a sleepy village of BORKOIFOND
in CANACONA,Goa,India. which is the southernmost tip of GOA. I came in to
this world on 13th October 1973. I had a normal happy
upbringing as a child and at a very early age was very much
attached with the nature.
I tried few odd jobs, but then my passion was being with nature
and doing what I liked best, i.e. developing my ancestral
property in to a self sufficient farm. So I decided to quit the
well paid job in Kuwait and pursue my dream. I started
implementing my plans in October 2007, I sincerely put in all my
efforts to make it a big success. I had planted most of the
fruit bearing trees along with few spices in my farm. I was
pleased the way all the plants were growing and it looked a
pretty site. I was looking to make it a spice village and
develop it into Eco-tourism spot. It was a very pleasing life, I
worked all by myself and wish to show you some photos of the
results of my sweat, dedication and hard work.
I had a brawl with one of the nearby quarry workers around 15
days prior to my death ? This I had narrated to my brother Edwin
Coutinho but did not mention the name of the person involved in
the brawl. My brother
used to visit me twice / thrice a week. last I met my brother
on Saturday 19th July 2008 around 14:00 hrs. and as usual my brother was encouraging
me.
Since I cease to exist , further story will unfold through my

I Edwin Coutinho brother of Domnic, as usual went to visit my
brother on 21st July 2008, at 14:15 Hrs. I was shocked to
see my brother lying naked with blood around him. There were
stains of blood at the entrance and a chargeable torch lying in
the veranda with the door wide open. immediately I rushed
out and called for near by people. Then I called my wife and asked
her to inform the CANACONA police station.
The Police headed by the P. I. Mr. Suraj Halarnkar came at
about 15.45 Hrs. It was
surprising to see that the site was not cordoned off during the
first investigation even the Cops were not wearing any gloves
eventually destroying the crucial evidences. The P.I. failed to
collect the crucial evidences from the site. during the
investigation it was observed that Domnic has suffered some head
injuries and also bruises at few places all over the body.
Although the circumstantial evidence strongly suggest it is a
case of murder, the investigating officer registered a case of
unnatural death.
After the investigation body was shifted to Hospicio Hospital
Margao on 21st July 2008. subsequently on 22nd July 2008
postmortem was performed by Dr. Avinash Pujari. The postmortem
report suggest head injuries at the back and also on forehead.
Also identifies bruises in the neck elbow and knee region.
Autopsy report does not mentione any vital organ failure which
could lead to death. The Doctors conclusion was that the cause
of death is reserved pending subjected to the qualitative and
quantitative analysis of the viscera.
The religious rites were performed on 23rd July 2008 at 10:00
hrs. The investigating officer Mr. Suraj Halarnkar was asked to
register a case of murder against unknown person, which he
refused saying that he has to get permission from the
Superintendent of Police south Goa. subsequently the application
was filled in The office of Superintendent of Police south Goa
to register the case as murder on 24th July 2008, till date
FIR is not registered. The argument the police is providing is that
the cause of death in the postmortem is reserved pending and the
police would act only after the analysis of viscera is obtained.
According to SP Mr. Prabhudesai it will take months before
the reports are recieved by that time crucial evidence
will be lost which is the whole motive of the police.Till 2nd
August 2008 the viscera is not sent for analysis,
inspite of the fact of making frequent pleas in this
effect to the Superintendent of Police. How long does it take
for a viscera to be sent for analysis ? Why is the police
hesitant in registering a case ?
With the similar report by the same Dr. Avinash Pujari where the
cause of death was reserved pending the police had registered a
case of Murder of Mr. Lovel Martins from Varca - Goa. Why the
double standards ? Since the police refused to register a case
as murder we had no option but to exhume the body and ask for a
second postmortem. Body was exhumed on 27th July 2008 and the
second postmortem was conducted at Goa Medical College Bambolim
by panel of Doctors, Dr. Edmond Rodriques, Dr. Mandar Kantak,
Dr. Wiseman Pinto in the presence of Dr. Avinash Pujari (who
conducted first postmortem). We have received the copy of
second autopsy report which also states that "In view of the
advance state of decomposition, first autopsy, burial and
subsequent exhumation, no opinion as to the cause of death can
be given. However the viscera and materials are preserved for
chemical analysis and tissues are preserved for histo-pathological
examination.
Since the land owned by the deceased has a perennial fresh water
river on one side, high eco-tourism value because of the
adventure park in the vicinity and also illegal stone quarries
operating in the vicinity it is suspected by most of the people
around that there is political interference in not
registering the FIR as murder against unknown person. At
difficult times of mourning we are
made to run from pillar to post to seek natural justice and the
whole system is making a mockery of the basic human rights of
common man to live. This must have happened to many people
and the system would have systematically crushed the justice
which was due to them, hence we sincerely appeal to all the
concerned citizens to please help us in the social cause so that
justice would be attained and a precedent is set.
The police have long since been caricatured in Hindi films as
corrupt, incompetent and fearful nincompoops at the beck and
call of avaricious politicians and vicious underworld dons.
Ironically they have largely remained faithful to their reel
image. Sadism is their delight, corruption their business and
incompetence their characteristic.
HAVE YOU BEEN A VICTIM OF POLICE BIAS, CORRUPTION,
INCOMPETENCE, ILL TREATMENT AND/ OR BRUTALITY?
Let us all join hands to free the human race from the injustice
meted by the corrupt administration and the governance.

It's been exactly 18 days since
the body of Domnic Coutinho was found in mysterious condition on
21st July 20008 and still no F.I.R. is lodged. I have approached
almost all the concerned authorities viz Superintendent of
police, south goa Mr. Prabhu Desai, I.G.P. Mr. K. Kumar, D.G.P.
and the home minister Mr. Ravi Naik pleading to register F.I.R.
Superintendent of
police Mr. Prabhu Desai had assured us that the F.I.R. would be
registered when we met him along with human rights law network.
When questioned as to why no case is registered, the answer is
that the cause of death is not specified in the post
mortem report and are awaiting the result of viscera. The fact
is till now the viscera is not sent for analysis. Every time we
are told that the process would be expedited. Why is the
delay? we are sure that the delay would completely destroy any
evidence still left. This is the perfect case of cover up. There
is a strong nexus between police and politicians, the doctors
and the beaurocrats having their share as well.
More than a week has
passed since the blog was created and there is a strong response
from the people around the globe with 12000 plus hits. Also
letters to the editor of different news papers both local and
national would be highly appreciated. It is nice to see the
comments pouring in, which gives us added strength to go ahead
with the just cause.
